Dr. Chowdhry works in the areas of Public Policy- theory and practice, Governance issues- urban and rural both. He did Masters in Public Administration from Lucknow University and M.Phil. and Ph.D. from Jawaharlal Nehru University. Before joining IIPA in 2005 as Assistant Professor, he worked in IGNOU as Consultant and Research Officer in IIPA for different evaluation studies. He also had brief stints at Twelth Finance Commission and few more research organizations. He also did two studies for Water and Sanitation Programme of the World Bank as Short Term Consultant.
In IIPA, he has been engaged with evaluation studies of different programmes of various ministries of Government of India, Government of Delhi and others. He conducts sponsored training programmes as well as fee based programmes.
He has coordinated several Foundation Training Programmes for the newly recruited PCS officers of Mizoram and Manipur both for the respective state governments. He has also conducted Foundation training programe for Scientists and Technologists for Department of Science & Technology. He was associated with the state of Mizoram for designing and coordinating comprehensive capacity development programme under Jawaharlal Nehru National Urban Renewal Mission. The DPR for Urban Development & Poverty Alleviation, Govt. of Mizoram, consisted of Training Programmes, Exposure visits and research studies, which had been approved by Ministry of Urban Development, Govt. of India. It had been implemented by him at IIPA.
He was Co- Programme Director of 36th, 37th and 41st Advanced Professional Programme in Public Administration.
Presently, he is engaged in capacity development activities under Atal Mission for Rejuvenation and Urban Transformation and Advanced Leadership Programme for Corporate Executives of Public Sector Enterprises.
