IIPA conducts its seventy-first meeting of the annual general body
Indian Institute of Public Administration (IIPA) organised its seventy-first meeting of the annual general body on October 31, 2025 at TNC Memorial Hall of IIPA. The event was graced by the Hon’ble Vice President of India and President of IIPA, Shri C.P. Radhakrishnan and the Hon’ble Union Minister and Chairman of IIPA, Dr. Jitendra Singh as the chief guest.
The Vice-President of India and President of IIPA lauded IIPA's reputation and far-reaching impact in infusing qualitative values in public administration. Over the year 2024-25, IIPA completed 24 research projects and 162 training programmes, benefitting nearly 10,000 government officials from Central, State, Defence, PSUs. The institute extended training to district and local officials and expanded workshops for private sector leaders, signalling its evolving outreach. Referring to Mission Karmayogi, the Vice-President applauded IIPA's alignment with digital initiatives and its adoption of the iGOT digital training platform. The institute now has over 12,000 members, with chapters at the district level led by District Magistrates, ensuring accessibility for young officers, he added.
Hon’ble Union Minister and Chairman of IIPA highlighted that the physical and functional landscape of IIPA has been significantly upgraded to match its expanding role. “We now have a series of new boardrooms of different sizes, equipped with modern facilities for meetings, training and discussions,” he said, adding that the institute has also established a professional digital studio One of the first of its kind in a government setup to support training and digital communication. He said, IIPA has aligned its activities with several key governance priorities such as capacity building, administrative reforms, and technology-driven learning. The institute has been actively contributing to initiatives like Mission Karmayogi and the iGOT platform, offering online courses and capacity-building programs for officials across levels.
During the meeting, IIPA conferred its prestigious annual awards: The “Paul H. Appleby Award 2025” for Distinguished Services to IIPA and to the field of Public Administration was presented to Mrs. Meenakshi Hooja, IAS (Retd.).
The “Dr. Rajendra Prasad Award for Academic Excellence 2025” was awarded to Prof. Prakash C. Sarangi, former Vice Chancellor of Ravenshaw University, Cuttack.
Awards were also presented to IIPA’s Regional and Local Branches for their outstanding performance. The Karnataka Regional Branch received the First Prize, followed by the Uttar Pradesh Regional Branch with the Second Prize, while the Madhya Pradesh and Mizoram Regional Branches jointly received the Third Prize.
Publications of IIPA were also digitally released.
The Hon’ble Vice President of India unveiled the statue of Sardar Vallabhbhai Patel on his 150th Birth Anniversary.
He also visited IIPA Library space dedicated to Civil Servant aspirants and Shrishti Digital Studio of IIPA.

Sixty-ninth Members' Annual Conference of IIPA held
IIPA organised its sixty-ninth Members' Annual Conference on Emerging Trends in Public Policy and Public Administration by Dr Manan Dwivedi on October 30, 2025. Chairman of the Regional, Local Branches of IIPA and Members of IIPA presented their papers.
Local Governance and Good Governance
A programme on Local Governance and Good Governance was organised by IIPA in association with Indian Technical and Economic Cooperation (ITEC), Ministry of External Affairs, Government of India from October 6-17, 2025. The objective of the programme was to make the participants understand the principles of good governance with a focus on UNDP framework and to correlate governance and human development. During the programme the participants were able to learn about the Administrative Briefs; Pillars of Good; Governance: UNDP Framework; Changing paradigm of Governance; Management of Urban Housing and public spaces; Data Driven Governance; Modernizing IT Solutions; PPP in Infrastructure Development; Solid Waste management; Environment Management; Creating Sustainable "People Centered" infrastructure and much more. Around thirty-four participants from different parts of the globe attended the programme. Hon'ble Union Minister and Chairman of IIPA Dr Jitendra Singh also interacted with the participants of the customised training programme designed for international participants. Speaking to participants from 19 countries, Dr. Jitendra Singh said that many of India’s best governance practices have transformed service delivery through transparency, speed, and technology. He urged ITEC participants to share the best administrative and technological innovations from their own countries so that India and partner nations could learn from each other’s experiences. Dr Roma M Debnath and Dr Kusum Lata were programme coordinators.
Training Programme for officers of Indian Coast Guard
Training programmes on Purchase Management in Government Offices and Communication Skills for officers of Indian Coast Guard were organised by IIPA in association with Indian Coast Guard, Ministry of Defence, Government of India from October 6-11, 2025 and October 13-17 respectively. The objective of the programme was to enhance their skills, knowledge and effectiveness in the modern administrative landscape. During the sessions, the participants were able to learn about: Purchase Management; Communication Skill; Contract Management; GFR; Procurement in Defence; RFP & Tendering; e-Procurement & GeM; etc. Programme Coordinators were Dr Saket Bihari and Dr Manan Dwivedi.
Programme on Financial Management in Scientific Organizations
A programme on Financial Management in Scientific Organizations was organised by IIPA in association with Department of Science and Technology, Government of India from October 13-17, 2025. The objective of the programme was to promote and provide for the study of Public Administration and Economic and Political Science with a special reference to public administration. During the programme, the participants were able to learn about: Financial Terms; General Finance; Budgeting Process; etc. Around thirty-two participants attended the programme. Dr Pawan Taneja was the programme coordinator.
NAMAMI GANGE
IIPA-led "Blended Capacity Building Programme for the Stakeholders of river Ganga-Phase II" sponsored by National Mission for Clean Ganga conducted two day online Capacity Building Programme from October 8-9, 2025 for Vidya Vihar Residential School, Purnea in Bihar as IIPA has identified schools as one of the major stakeholder in the project. Registrar IIPA, Shri. Amitabh Ranjan gave the inaugural speech. Senior Prof. Vinod Kumar Sharma empowered young minds to become active Ambassadors of the Ganga. Students learned about sustainable river practices and their vital role in protecting the Ganga.
Under the IIPA-led project "Blended Capacity Building Programme for the stakeholders of river Ganga Phase II " sponsored by NMCG, Indian Institute of Public Administration, New Delhi is working with various stakeholders and aims for multi-sectoral coordination among all the stakeholders for the Conservation and Rejuvenation of river Ganga. Under this we have identified schools as one of our major stakeholders as the future of any nation is shaped within a classroom. In this regard a 2-day Capacity Building Programme with Army Public School, Kolkata, West Bengal on ( October 14-15, 2025) was organised. The programme began with initial remarks given by Shri Surendra Nath Tripathi, DG, IIPA. Prof. Vinod Kumar Sharma reflected on the project's aim and objectives. Shri Amitabh Ranjan, Registrar IIPA shared valuable insights with the students and reaffirmed the institute’s unwavering commitment to this prestigious project.

Shri SN Tripathi, DG, IIPA met and greeted the Hon’ble Vice President of India and President of IIPA Shri C.P. Radhakrishnan on October 7, 2025.
Swachhata Hi Seva cleanliness drive was initiated at IIPA led by Hon’ble Union Minister and Chairman of IIPA Dr Jitendra Singh. Foreign delegates from 19 countries who were attending ITEC training programme on Local Governance and Good Governance at IIPA also participated in the imitative at IIPA campus on October 11, 2025. The Hon’ble Union Minister also planted sapling in the campus dedicating to his beloved mother under #एक_पेड़_माँ_के_नाम अभियान reinforcing government’s focus on sustainability and citizen participation.

IIPA observed Vigilance Awareness Week on October 27, 2025, reaffirming its commitment to transparency and ethical functioning. Faculty and staff also took the Integrity Pledge.
Mr Adam Azim, Mayor of Male’ City met Shri SN Tripathi, DG, IIPA and discussed expanding training opportunities that could strengthen the city’s capacity and services on October 11, 2025. He also met the dedicated Malé City staff who attended the IIPA-ITEC Good Governance training programme.

Shri Amitabh Ranjan, Registrar, IIPA delivered a keynote address as the chief guest in the valedictory session of the two-day National Conference on 75 years of Indian Constitution: Reflections, Reforms and Road Ahead at Goa University on October 10, 2025. It was organised by Manohar Parrikar School of Law, Governance and Public Policy in collaboration with Directorate of Higher Education Goa.
Shri Amitabh Ranjan, Registrar, IIPA was invited as a chief guest and a keynote speaker at the 57th National Service Scheme Founder's Day function at the Kirori Mal College, University of Delhi.

Maharashtra Regional Branch
The branch organised a prelude conference on the theme Emerging Trends in Public Policy and Public Administration on October 17, 2025. Punjab and Chandigarh Regional Branch
The branch in collaboration with the Department of Public Administration, Panjab University organized a prelude conference on the theme Emerging Trends in Public Policy and Public Administration on October 23, 2025. Dr. Bhawna Gupta, Chairperson of the Department, made the welcome remark followed by the presentation of the theme paper by Prof. Ramanjit Kaur Johal, Hon. Secretary of the Branch. Prof. B.S. Ghuman, Chairperson, presided over the event. The event ended with a vote of thanks by Research Scholar, Mr. Anmol Rattan Singh.
J&K Regional Branch
The branch organised a prelude conference on the theme Emerging Trends in Public Policy and Public Administration on October 25, 2025. Prof Sushma Yadav, Member of the branch, Justice K.G. Balakrishnan Commission, former Vice-Chancellor, Bhagat Phool Singh Mahila Vishwavidyalaya, Sonepat and former Professor of Public Policy & Governance, IIPA was the keynote speaker; Dr. Ashok Bhan, IPS (Retd.), former DGP J&K and Patron of the Branch graced the occasion as the Guest of Honour and Shri B.R. Sharma, IAS (Retd.), former Chief Secretary of J&K and Chairman of the branch presided over the event.
The branch in collaboration with the University of Kashmir organised a debate on the theme “The House Believes that Urban Living Offers Better Prospects for Quality Life and Livelihoods” on October 16, 2025 at the University of Kashmir. Distinguished guests included Prof. Nilofar Khan (Vice Chancellor, University of Kashmir Chief Guest), Er. Iftikhar Ahmad Hakim (Chairman, IIE, J&K Chapter Guest of Honour), and Dr. G.N. Qasba (Vice Chairman, IIPA J&K Regional Branch) who presided over the event. The event was inaugurated by Khawaja Bashir Ahmad, Prof. M. Qadiri, Mr. G.M. Andrabi and Mr. Bashir Ahmad Shah. The panel of judges comprised Prof. Javed Ahmad Dar, Prof. Qazi Khursheed and Dr. Mantasha Binti Rashid (JKAS). Prof. Nilofar Khan announced that the University of Kashmir and the branch will sign an MoU to promote joint programmes on good governance.
Karnataka Regional Branch
The branch organised its prelude conference on Recent Trends in Public Policy and Public Administration on October 18, 2025. The event was held in collaboration with the Department of Political Science of Maharani Cluster University, Bengaluru. Bihar Regional Branch
The branch organized Annual General Body Meeting (AGM) and prelude seminar on "Emerging Trends in Public Policy & Public Administration" in collaboration with Deshratna Rajendra Prasad Shikshak Prashikshan Mahavidyalaya, Bihar Vidya Peeth, Kurji, Patna on October 17, 2025. Shri Vijoy Prakash, IAS (Retd), Chairman of the Branch, presided over the function. The occasion was graced by a noted historian, Prof. Ratneshwar Mishra, former Professor of L.N. Mithila University, Darbhanga as the Chief Guest. Dr. Nihora Prasad Yadav co-chaired the event, and the keynote address was delivered by Prof. Jitendra Narayan, former Dean of Social Sciences and Law at LNM University, Darbhanga. Dr. Madhu Prabha Singh, Principal of Jagat Narain Lal College, Khagaul, Patna was the special guest. The programme began with lighting of lamp and welcome address by Dr Nishant Kumar, the Joint Secretary of the branch. The Hony Secretary of the branch Prof. Ravindra K Verma presented the annual activity report of the branch for the year 2024-25. The branch in collaboration with Jagjivan Ram Institute of Parliamentary Studies and Political Research (An institution of Dept of Education, Govt of Bihar), Patna, organized an awareness seminar on Rights and Duties of Voters on October 10, 2025. The seminar was presided over by Sri Vijoy Prakash, IAS (Retd), Chairman of the branch and Director, Higher Education, Government of Bihar Prof N K Agrawal participated as the chief guest. Prof R K Verma, Secretary of the branch introduced the theme. The seminar was attended by young voters and NSS volunteers of R N College Hajipur in addition to Prof Jitendra Narayan, Dr Nihora Yadav, Prof. Archana Kumari, Prof Henna Tabassum, Dr Sangeeta Vishwanath and various other faculty members of different colleges of Bihar. Prior to it Dr Sangeeta Vishwanath of Govt Women’s College, Gulzarbagh delivered the welcome address and finally the vote of thanks was proposed by Dr Nishant Kumar, Joint Secretary of the branch.
Kerala Regional Branch
The branch organized the prelude conference "Emerging Trends in Public Policy & Public Administration" on October 15, 2025 at the Capital Centre, Central University of Kerala, Thiruvananthapuram. Dr. Raju Narayana Swamy, IAS, senior Principal Secretary to the Government of Kerala inaugurated the seminar. Dr. R K Suresh Kumar, Chairman of the branch presided over the meeting. Sri Ravikumar, senior Research Fellow of the Central University of Kerala presented the theme paper.
Uttar Pradesh Regional Branch
The branch organised a prelude workshop on “"Emerging Trends in Public Policy & Public Administration" on September 23, 2025 at Uttar Pradesh Academy of Administration and Management (UPAAM). Sri K. Ravinder Naik, Secretary of the branch gave the welcome address. Sri B. N.
