Hon'ble Union Minister and Chairman of IIPA Dr Jitendra Singh chairs 327th Meeting of the EC of IIPA
Hon'ble Union Minister and Chairman of IIPA Dr Jitendra Singh chaired the 327th Meeting of the Executive Council of IIPA on September 29, 2025 at IIPA. As Chairman of the Council, he emphasized the need for stronger integration of governance training with emerging technologies such as artificial intelligence, digital platforms, and data-driven tools. The Executive Council approved several agenda items, including confirmation of the previous meeting’s minutes, adoption of the Annual Report and audited accounts for 2024–25, admission of new life members, and establishment of a new local branch at Nanded, Maharashtra. The distinguished members of the EC attended the meeting.
हिंदी पखवाड़ा
हिन्दी पखवाडे के उपलक्ष्य मे आयोजित समारोह में ’भाषा विवाद नहीं बल्कि संवाद का परिचायक है’ विषय पर आयोजित समारोह में श्री कलराज मिश्र जी, माननीय पूर्व राज्यपाल, राजस्थान ने मुख्य अतिथि के रूप मे सारगर्भित व्याख्यान दिया । श्री एस एन त्रिपाठी महानिदेशक आई आई पी ए ने कार्यक्रम की अध्यक्षता की। श्री अमिताभ रंजन रजिस्ट्रार ने धन्यवाद दिया और प्रोफेसर के के पाण्डे ने कार्यक्रम का संचालन किया।
Programme on Public Administration and Management for Officer of IP & TA and FS
The training programme on Public Administration and Management for Officer Trainees of Indian Post and Telecommunication Accounts and Finance Service (IP & TAFs) (Batch : 2024) was organised by IIPA in association with National Institute of Communication Finance, Ministry of Communication, Department of Telecommunication, Government of India from September 1-4, 2025. The objective of the programme was to familiarise the participants with the basic concepts of Public Administration. During the sessions the participants were able to learn about: Time and Stress Management; Budgeting Reforms; Public Expenditure; Public Policy process; Circular Economy; Digital Transformation & Cyber Hygiene; etc. Programme Coordinators were Prof Suresh Mishra and Dr Mamta Pathania.
Orientation Course for LDCs of Indian Coast Guard
A three-week Orientation Course for Lower Divisional Clerks of Indian Coast Guard was organised by IIPA from September 8-6, 2025 in association with Indian Coast Guard, Ministry of Defence, Government of India. The objective of the programme was to enhance their skills, knowledge and effectiveness in the modern administrative landscape. During the sessions, the participants were able to learn about : administrative and communication skills; workplace etiquette, data protection and cybersecurity; RTI Act; POSH Act; social media management; international concerns in coast guard administration; design thinking; etc. Around seventeen participants attended the programme. Programme coordinators were Dr Saket Bihari and Dr Manan Dwivedi.
Workshop on Cyber Security and Digital Personal Data Protection
A two-day workshop on Cyber Security and Digital Personal Data Protection, Parliamentary Procedures, Rules and Assurances and Pay and Fixation Rules was organised by IIPA from September 8-9, 2025 in association with National Academy of Human Resource Development (NAHRD). The objective of the programme was to equip participants with practical insights and innovative approaches to address administrative challenges. During the sessions, the participants were able to learn about: key aspects of cyber security; Digital Personal Data Protection Act 2023; Obligations of Data Fiducaries; Cross-Border Data Flow; Penalties; etc. Around thirteen participants attended the programme. Dr Surabhi Pandey coordinated the programme.
Programmes (FTP) for Block Agriculture Officers
The Foundation Training Programmes (FTP) for Block Agriculture Officers, Govt. of Bihar were organised by IIPA in association with Bihar Institute of Public Administration and Rural Development (BIPARD), Gaya, Bihar from September 8-12, 2025; September 15-19, 2025 and September 22-26, 2025 respectively. The objective of the programme was to familiarize the participants with the critical issues in governance with national perspective. During the sessions, the participants were able to learn about: Neuro-linguistic programming; Agri-allied Services; Farmer-centric model; Agricultural Economy; Government initiatives and policies; etc. Around sixty participants attended the programme. Shri Kalraj Misra, former Governor of Rajasthan inaugurated the programme. Dr Mamta Pathania and Dr Amit Kumar Singh coordinated all the three programmes.
National Conference on Cooperatives
The newly inaugurated Centre for Cooperative Studies at IIPA organised a National Conference on Cooperatives at IIPA from September 11-12, 2025. Shri Dileep Sanghani, President, NCUI, New Delhi presented the keynote address. Shri Ashish Bhutani, Secretary, Ministry of Cooperation, Government of India presented the theme of the event. Prof Ashok Vishandass coordinated the programme.
National Conference and Case Study Competition 2025
The second National Conference and Case Study Competition 2025 was organised by IIPA on September 25, 2025. Around 107 Participants presented their cases in both offline and online mode. Dr Rohit Singh, Director, Center for Management Education, All India Management Association; Dr Ravi Kumar Jain, Director, School of Management, IILM University, Gurugram; Shri Ravi Manjhi, Director, Institute of Secretariat Training and Management were the keynote speakers. A compendium of Abstracts was released during the event. Dr Shweta Mittal coordinated the programme.
Programme for Young AICIANs of Agriculture Insurance Company of India Ltd
An Induction Training Programme for Young AICIANs of Agriculture Insurance Company of India Ltd was organised by IIPA from September 30- October 17, 2025 in association with Agriculture Insurance Company of India Ltd. During the training, the participants were able to learn about: HR Framework in AIC; Principles and Practices of General Insurance, etc. Prof Ashok Vishandass coordinated the programme.
NAMAMI GANGE
The eighth Capacity Building Programme for the District Ganga Committee of Uttarakhand, Jharkhand and West Bengal was conducted on September 3, 2025 under the third year of the IIPA-led Blended Capacity Building Programme for Stakeholders of River Ganga – Phase II, sponsored by the National Mission for Clean Ganga. The programme was held on the theme “Arth Ganga” and was led by Prof. V.K. Sharma focusing on enhancing the knowledge and skills of committee members. An engaging and insightful session on Arth Ganga was delivered by Prof. CK Varshney.
IIPA conducted DGC training for 25 districts of Uttar Pradesh on the theme Arth Ganga under the third year of the IIPA-led Blended Capacity Building Programme for Stakeholders of River Ganga – Phase II, sponsored by the National Mission for Clean Ganga on September 9, 2025. Insightful sessions were led by Prof. Vinod K. Sharma & Prof. C.K. Varshney.
IIPA-led project Blended Capacity Building Programme for the Stakeholders of river Ganga Phase II, sponsored by National Mission for Clean Ganga (NMCG) in collaboration with Uttarakhand State Council for Science and Technology (UCOST) Dehradun organised a one day event on Himalaya Diwas: Ganga Vigyan Samvad on September 10, 2025 to celebrate Himalaya Diwas and reflect on the importance of river rejuvenation. On this day, they also paid tribute to Bharat Ratna Shri Govind Ballabh Pant ji on his birth anniversary. The event was graced by Shri. Durgesh Pant, Director General of UCOST. The Vigyan Samvad was attended by the scientific community which focused on the challenges in the Ganga Rejuvenation and Conservation and Water Quality Monitoring.

The sessions were taken by Ms. Kanishka Sharma on introductory session and context setting of the theme, Prof. Manish Goyal on Narmada Basin and Prof. C.K. Varshney on Ganga basin initiatives in Arth Ganga.

Under the third year of the IIPA-led project Blended Capacity Building Programme for the Stakeholders of river Ganga-Phase II sponsored by National Mission for Clean Ganga, IIPA successfully conducted a training session at Jalvayu Tower Residential Society in Dehradun on September 10, 2025 to raise awareness on river health and sustainable practices.
IIPA-led Blended Capacity Building Programme for the Stakeholders of river Ganga-Phase II sponsored by National Mission for Clean Ganga, in collaboration with Graphic Era Hill University, Dehradun organised a Ganga Samvad focusing on Arth Ganga and an Walk-in Exhibition on September 11, 2025 in Graphic Era Hill University, Dehradun. The Ganga Samvad brings stakeholders together on one platform to share ideas, exchange solutions and inspire action for a cleaner and healthier Ganga. The Walk-in Exhibition showcased informative panels on River biodiversity, Community-led initiatives and other relevant themes of river conservation and rejuvenation. The Ganga Samvad was graced by Shri Sachidanand Bharti ji, an environmentalist activist, teacher and also a pioneer of Pani Rakho Andolan. The Vice-Chancellor of the university was also present during the programme.
IIPA-led Blended Capacity Building Programme for the Stakeholders of River Ganga-Phase II, sponsored by National Mission for Clean Ganga conducted the school capacity building programme of Saraswati Vidya Mandir, Manduwala, Dehradun on September 12, 2025. A total of 88 students and 2 master trainers participated in the programme designed to deepen their understanding of the Namami Gange mission.

Shri SN Tripathi, DG, IIPA attended the two-day National Conference on “Holistic Development of Districts” at Patna organised by the Department of Administrative Reforms and Public Grievances (DARPG) in collaboration with the Government of Bihar on September 12, 2025. He chaired Session IV – Prime Minister’s Awarded and Shortlisted Initiatives 2023 (Holistic Development of Districts) at the National Conference on Holistic Development of Districts in Patna, Bihar. Hon’ble Union Minister Dr Jitendra Singh inaugurated the programme.
Shri S.N. Tripathi, DG, IIPA addressed the Valedictory Session of the 2-day NCeG 2025, centred on the theme “Viksit Bharat – Civil Service & Digital Transformation”, in Visakhapatnam, Andhra Pradesh on September 23, 2025. In his address, he reflected on the key discussions, innovations and best practices shared during the conference, emphasising the crucial role of digital transformation in strengthening citizen-centric governance.
Shri AP Singh IAS(R), Chairman of State Finance Commission (SFC) along with members of SFC, Jharkhand on September 26, 2025 shared issues on urban local bodies in the state and provided pointed suggestions in a meeting at IIPA.
Shri Amitabh Ranjan, Registrar, IIPA was invited as the Chief Guest and Keynote Speaker at the 66th edition of ICT Academy ‘Bridge 2025’ organised by ICT Academy, Chennai on September 3, 2025. He spoke about the role of governance in enabling digital adoption, stressed the importance of policy frameworks that empower both students and educators, and highlighted how public administration can support the creation of an inclusive and future-ready workforce. The conference was themed on Empowering Tomorrow: AI, Skills and Global Competence.
Dr. Sunil Kumar Barnwal, IAS, CEO, National Health Authority and the then Additional Secretary, Higher Education, Ministry of Education, Government of India delivered a special lecture on National Education Policy 2020: Driving India towards Viksit Bharat 2047 to the participants of 51st APPPA.

At the 45th Annual Awards for Excellence in Book Production 2025, organised by the Federation of Indian Publishers (FIP) - the apex body of Indian publishing - Prints Publications Pvt. Ltd. was honoured with the Second Prize in the category of Reference Books (English) for the prestigious academic publications: AI for Sushasan (Good Governance), brought out in collaboration with the Indian Institute of Public Administration (IIPA).

Karnataka Regional Branch
The branch organised a day-long conference on Reducing Maternal Mortality in Karnataka jointly with the RV University’s Centre for Global Health and Development at R.V. Teachers College, Bengaluru on September 26, 2025. The inaugural address was delivered by Shri Dinesh Gundu Rao, Health & Family Welfare Minister, Government of Karnataka. Present on the occasion were Shri S. Ramanathan, Chairman Emeritus of IIPA-KRB, Shri T.M. Vijay Bhaskar, Chairperson, IIPA-KRB, Shri M.P. Shyam, President of Rashtriya Shikshana Trust, Dr. Dwarika Prasad Uniyal, Pro-Vice-Chancellor, R.V. University and Prof. Ranjini, Dean, School of Economics and Public Policy, R.V. University. The Keynote Address was delivered online by Dr. Sharana Prakash Patil, Minister of Medical Education and Skill Development, Government of Karnataka. Other speakers at the Plenary Sessions were Shri Harsh Gupta, Principal Secretary, Health and Family Welfare department, GOK, Dr. Sujatha Rathod, Director of Medical Education, GoK and Dr. Rajkumar, Deputy Director of Maternal Health, Dept. of Health and Family Welfare, GoK. The conference Panels included: “Preventing Maternal Deaths: Solutions and Strategies,” “Translating Evidence into Policy: NGOs and Research Perspectives on MMR,” and “Strengthening Health System Capacities for Safe Motherhood Across Levels of Care.” A Memorandum of Understanding between the Branch and R.V. University was also signed on the occasion.
The Annual General Meeting of the branch was held on September 20, 2025 at the IAS Officers Association Building, Infantry Road, Bengaluru. It was held in hybrid mode. The following matters were transacted at the meeting: Confirmation of the Minutes of the AGM held on September 28, 2024; Consideration and Adoption of the Annual Report and Annual Accounts for the year 2024-25; and Appointment of Auditor for the year 2025-26. Compendium-5 of the Newsletters of the Branch (from October 2024 to September 2025) was released at the meeting by Chairman Emeritus of the Branch, Shri S. Ramanathan, IAS (Retd.).
The branch in collaboration with the Department of Political Science of Bangalore University organized a 21-day - 36-hour online Certificate Course on Public Policy and Governance from September 8 to 30, 2025. The inaugural lecture was delivered by Shri T.M. Vijay Bhaskar, IAS (Retd.), former Chief Secretary of Karnataka and Chairperson of the Branch on September 8, 2025. The valedictory address was delivered by the Vice-Chancellor of Bangalore University, Dr. S.M. Jayakar on September 30, 2025. The certificate course attracted nearly 100 participants from across the country, comprising of students, teachers and researchers. Among the participants was the Registrar of Bangalore University, Smt. K.T. Shantala, KAS. The course was coordinated by Prof. S.Y. Surendra Kumar, with the active assistance of Deputy Coordinators, Dr. Chaitra Prasad and Ms. Varshita – all from the Department of Political Science, Bangalore University.
Jammu & Kashmir Regional Branch
The branch in collaboration with the J&K Forest Department on “Climate Change: Challenges, Mitigation and Adaptation”, organised a seminar on September 27, 2025 at the Seminar Hall of IIPA J&K Regional Branch, Jammu. The programme was graced by distinguished dignitaries including Shri Vasu Yadav, IFS, Chairman, Pollution Control Committee & Director Environment and Remote Sensing J&K, and Dr. Rajeshwar Singh Jasrotia, IFS (Retd.), former CCF, who delivered presentations. Shri B.R. Sharma, IAS (Retd.), Chairman of the Branch was the Chief Guest, while Dr. Ashok Bhan, IPS (Retd.), Patron IIPA J&K Regional Branch, presided over the function. The event was formally opened by Prof. Alka Sharma, Hony. Secretary, with proceedings conducted by Prof. Komal Nagar, EC Member. The vote of thanks was delivered by Er. M.M. Gupta, Director (Seminars).
Rajasthan Regional Branch
The branch in collaboration with the Centre for Administrative Change and Prakrit Bharati Academy, organized on August 19, 2025 an open session on “Professional Counselling” that was conducted by Dr. Lalit K Panwar, IAS (Rtd.), former Chairman, Rajasthan Public Service Commission. Prof. Ramesh K Arora, Chairman, Management Development Academy, presided. On August 21, 2025, Prof. Anil Mehta, Secretary of the Branch delivered a lecture on “Positive Thinking” while on August 25, 2025, Prof. Ramesh K Arora, Chairman, Management Development Academy conducted a session on “What to Learn from Great Leaders?” Dr. Kamalini Dravid presided. The sessions were organized at Prakrit Bharati Academy.
Howrah Local Branch
The branch organised a seminar on Environment Planning and Public Policy in West Bengal Experience on September 22, 2025. Dr Nitai Chandra Kundu, former Chief Technical Officer, West Bengal Wetlands Authority, Government of West Bengal and Shri Subhash Datta, Eminent Environmentalist were the keynote speakers. The seminar was presided over by Shri Rathindra Mohan Bandyopadhyay, a senior Executive Member of the branch. Shri Ajay Chowdhury, Hony Secretary and founder Secretary of the branch also spoke during the occasion. Shri Amitava Datta, Member, Executive Committee of the branch rendered the welcome address. Prof Sachindra Nath Das, Joint Secretary of the branch delivered the vote of thanks.
Tirupattur Local branch
The branch organised a prelude conference on the Role of Public Policy and Public Administration in collaboration with K.M.G college of Arts and Science College, Autonomous, Gudiyathum. Dr.C. Dhandhapani, Principal delivered the welcome address and honoured the resource persons. Dr. A. Xavier Susairaj, Secretary of the branch honoured the Principal. Rnt.K.M.Subramanium, Chairman of the branch delivered the inaugural address. Dr.D.Lesline HOD of History and Political Science delivered the key note addresses.
