National Conference on Revisioning Rural Development for Viksit Bharat @ 2047
National Conference on Revisioning Rural Development for Viksit Bharat @ 2047 – Impact of multi-dimensional poverty and saturation was organised by IIPA from November 18-19, 2025. Dr Chandra Shekhar Kumar, IAS, Secretary Ministry of Minority Affairs, Government of India and Shri Rohit Kumar, Additional Secretary / PD (ABP, ADP, State Coordinator, SSM), NITI Aayog were the keynote speaker. The objective of the programme was to re-examine the strategies adopted for reducing poverty in rural areas and assess the impact of rural development policies, programmes, schemes, etc. Prof Suresh Misra and Dr Mamta Pathania coordinated the programme.
Dr Rajendra Prasad National Convention –V
Dr Rajendra Prasad National Convention –V on Swarnim Bharat @2047 (Virasat aur Vikas): Integrating Heritage and Development for a Progressive Future’ was organised by IIPA from November 20-21, 2025. Dr. Devesh Chaturvedi, IAS, Secretary, Department of Agriculture and Farmers’ Welfare, Ministry of Agriculture & Farmers’ Welfare, Govt. of India inaugurated the convention as the keynote speaker. Prof Neetu Jain and Dr Shweta Mittal were the programme coordinators.
Programme on Public Policy and Leadership
A programme on Public Policy and Leadership was organised by IIPA in association with Delhi Police from November 3-6, 2025. During the programme the participants were able to learn about: Defreezing and Organizational Perspective and Vision; Empathy in Policing and Behavioural Skills; Predictive Policing and Administrative Ethics; Digital Evidence and Cyber Policing; Design Thinking; etc. Programme coordinator was Dr Surabhi Pandey.
Training Programme for Block Horticulture Officers, Government of Bihar
The foundation training programme for Block Horticulture Officers, Government of Bihar was organised by IIPA in association with BIPARD from November 03-07, 2025. The objective of the programme was to familiarize the participants with the critical issues in governance with national perspective. During the programme the participants learnt about power of ownership; neuro-linguistic programme, value-chain for small and marginal farmers; water agronomy management; etc. Around 51 participants attended the programme. Programme coordinators were Dr Mamta Pathania and Dr Amit Singh.
Techno-Managerial Skills Development Training Programme for Senior Technical Officers, DRDO
A two-week Techno-Managerial Skills Development training programme for Senior Technical Officers, DRDO, Govt of India was organised by IIPA in association with Defence Research and Development Organisation from November 10-21, 2025. The objective of the programme was to strengthen capabilities for effective planning, execution, monitoring and delivery of defence R&D projects. During the programme the participants were be able to learn about: Material, Quality, Project, Technology, Risk & Safety, Human Resource Management; Cyber Security; etc. Around thirty-four participants attended the programme. Programme coordinators were Prof Neetu Jain and Dr Shweta Mittal.
Programme for Mizoram Civil Services Officers and Mizoram Finance & Accounts Service, Govt of Mizoram
A two-week training programme for Mizoram Civil Services Officers and Mizoram Finance & Accounts Service, Govt of Mizoram was organised by IIPA in association with Administrative Training Institute, Govt of Mizoram, Aizawl from November 10-21, 2025. The objective of the programme was to develop professional knowledge and skills of the participants for impartial and efficient Civil Service. During the programme the participants were able to learn about: Challenges in policy formulation and implementation; public service delivery reforms; urban governance including planning and housing; rural development; GFR and public procurement; etc. Around twenty-one participants are attended the programme. Programme coordinators were Dr Sachin Chowdhry and Prof KK Pandey.
Training programme on Leadership for 21st Century Women Professionals
A two-week international training programme on Leadership for the 21st Century Women Professionals was organised by IIPA in association with Indian Technical and Economic Cooperation (ITEC) Programme, Ministry of External Affairs, Govt of India from November 11-24, 2025. Around thirty-five participants from across the globe including countries like Namibia, Ethiopia, Kenya, Egypt, Tanzania, Guatemala, Armenia, Suriname, Russia, Palestine, Kazakhsthan, Madagascar, Tunisia, Guinea, Laos, Iraq, Botswana, Lesotho, Mongolia, Mauritius, Morocco, Liberia, Mozambique, Peru, Somalia, Malawi, Mali, Ghana, Sri Lanka, Niger, Jamaica, Seychelles, Argentina, Bhutan and Uganda attended the training. The objective of the programme was to enable women officers from developing countries to appreciate leadership challenges in today’s competitive environment and understand the role of strategic management leadership in transforming organisations, policy and programmes with evidence. During the sessions, the participants will be able to learn about: pivotal qualities of women leaders; good governance, self-leadership styles; women leadership in health and forest management; evidence-based decision-making; team building and motivation; negotiations; managing multistakeholders and work environment; resolving conflicts and cross cultural communication; financial acumen, etc. Dr Roma M Debnath and Dr Pawan K Taneja were programme coordinators.
Capacity Building Programme for Technical Personnel of Science and Technology Department
The nineteenth Capacity Building Programme for Technical Personnel of Science and Technology Department was organised by IIPA in association with Department of Science and Technology, Govt of India from November 17-28, 2025. The objective of the programme was to enhance the administrative, managerial, and governance capabilities of technical personnel from India’s Science and Technology Departments. During the sessions, the participants will be able to learn about: Relevance of S&T for Society, Administrative and Finance Rules, Office & Conduct Procedures, Project and Contract Management, Digital Governance, Leadership and Communication, Climate Change and Disaster Risk Reduction. Around twenty-seven participants attended the programme. Dr Surabhi Pandey coordinated the programme.
Programme on SMART Public Service Delivery for Urban Planning and Governance
The Centre for Urban Studies at IIPA organised a three-day programme on SMART Public Service Delivery for Urban Planning and Governance from November 12 - 14, 2025 for Municipal Commissioners, Engineers, Planners and Architects from CPWD, MCD, Hazaribag and Dhanbad Municipal Corporations. The programme deliberated on emerging technology covering AI, Generative AI, Prompt Engineering, ICCCs (Integrated Command and Control Centres), Digital Public Infrastructure and Smart Cities. Field visit, exercises and case studies from India and elsewhere were used as part of participatory learning in the programme. Prof Charru Malhotra coordinated the programme.
Training programme for ULBs
The Centre for Urban Studies at IIPA organised special training programme for Urban Local Bodies on November 11, 2025 attended by 39 Planners, Engineers, Municipal Secretaries and Executive Officers from Hisar Municipal Corporation and all four Municipal Councils/Committees of the district. The participants deliberated on quick assessment of municipal roads, storm water drainage, street lighting, kitchen waste, garbage, green development and resource mobilisation from tax-fee and municipal assets to identify key bottlenecks and take home points. Prof KK Pandey coordinated the programme.
Workshop on Creative Redevelopment Projects
The Centre for Urban Studies at IIPA in association with Government of Haryana and Gurugram Municipal Corporation (MCG) organised a Round Table Workshop on November 19, 2025 at MCG on Creative Redevelopment Projects to deliberate on the subject and flag the potential areas of action. The workshop was attended by 32 Planners, finance officers and engineers from MCG, Manesar Municipal Corporation and municipal bodies from Farrukh Nagar, Sohna and Pataudi. The distinguished panel included Ms Vedoshuti Sadhukhan, Associate Director ICLEI, Sh Naresh Bana from South Asia Chapter, World Association of PPP, Sh Anshul Abbasi, Lead, Policy and Planning, NIUA. Shri Preetpal Singh, HCS, Joint Commissioner spoke on behalf of MCG and extended vote of thanks to the participants. Dr Amit Singh and Prof. KK Pandey coordinated the programme.
IIPA celebrated Constitution Day (Samvidhan Diwas)
IIPA celebrated Constitution Day (Samvidhan Diwas) with paying floral tribute to Dr Babasaheb Ambedkar and a solemn oath-taking ceremony in association with Dr Ambedkar Chair at IIPA on November 26, 2025. Dr. B. M. Jyotishi, Advocate, Supreme Court was the chief guest and he spoke on 'Jan Bhagidaari and the Preamble: Citizens as Custodians of Constitutional Values'. Shri Amitabh Ranjan, Registrar, IIPA proposed the vote of thanks. Prof Nupur Tiwary coordinated the programme.

IIPA organised an NGO Training on Blended Capacity Building Programme for Stakeholders of River Ganga - phase II on November 25, 2025.
IIPA under the project "Blended Capacity Building Programme for the stakeholders of river Ganga-Phase II" sponsored by NMCG participated in the Ganga Utsav celebrated on November 4, 2025 at Amity University in collaboration with National Mission for Clean Ganga to bring together students, faculty and institutions to honour the cultural and ecological heritage of river Ganga. During the Ganga Utsav, two IIPA publications - "The Colors of Ganga: A Children's Art Tribute" showcasing young mind's artistic expressions for river conservation and rejuvenation and "Preventing Solid Waste Flow into Water: A Comprehensive Guide to Analysis and Reporting" that provides insights from GDPMS portal were launched.
Under the IIPA-led "Blended Capacity Building Programme for the Stakeholders of river Ganga-Phase II" sponsored by National Mission for Clean Ganga, IIPA celebrated Children's Day with learning and empowerment. IIPA conducted 74th School Capacity Building Programme on November 14, 2025 at Arya Kanya Pathshala Inter College, Hapur engaging students with knowledge on Ganga's ecosystem, sustainability, river health and responsible citizenship.
Under the IIPA-led "Blended Capacity Building Programme for the Stakeholders of river Ganga-Phase II", 75th School Capacity Building Programme was conducted at SSV Inter College in Hapur, Uttar Pradesh on November 14, 2025 engaging students in an enriching learning experience about the Ganga’s ecosystem, conservation challenges and community-led solutions under the Namami Gange initiative.
Under the IIPA-led project "Blended Capacity Building Programme for the Stakeholders of river Ganga-Phase II", 76th Capacity Building Programme was organised from November 19-20, 2025. Students from PM Shri Kendriya Vidyalaya, Chheoki, Prayagraj participated.

Shri SN Tripathi, DG, IIPA attended the National Urban Conclave 2025 organised by Ministry of Housing and Urban Affairs and shared role of CUS at IIPA in building capacity of ULBs since 1963 on November 8, 2025. IIPA also signed an MoU with the Ministry of Housing and Urban Affairs for financial support and framework of activities for Centre for Urban Studies at the institute.

Delegates of the 51st Advanced Professional Programme in Public Administration from IIPA visited SNC, Kochi on November 13, 2025. The delegation was briefed on the operational capabilities of #INSIkshak, the newly commissioned survey vessel. They also witnessed state of the art training facilities at the Integrated Simulator Complex ‘Dhruv’ & Damage Control Training Facility ‘Avinash’, gaining insights into the IndianNavy’s operational roles and technological excellence.

The branch in association with Centre for Research in Social Sciences and Education (CeRSSE), JAIN (Deemed-to-be University), hosted an insightful Panel Discussion on “Click to Empower: Harnessing Social Media for Good Governance” on November 7, 2025 at the Jayanagar Knowledge Campus of Jain dtb University. Shri T. M. Vijay Bhaskar, IAS (Retd.), Chairman of the branch and former Chief Secretary, Government of Karnataka chaired the session. Dr. V. Sridhar, Professor at the Centre for IT and Public Policy, IIT Bangalore, Ms. Sahana M, Secretary, Karnataka Media Academy and Deputy Director, Department of Information and Public Relations (DIPR), Dr. Vaishnavi Kuppuswamy, Officer on Special Duty to the Hon’ble Chief Minister of Karnataka also spoke during the occasion. The prize distribution ceremony of the 3rd Annual Essay Competition 2025 was held during the event.

The branch in association with Saveetha University School of Law organised a workshop for the benefit of the students pursuing law and public administration courses on Strategies for the preparation of UPSC and TNPSC competitive examinations on November 19, 2025. Dr. Kannan Ambalam Professor of Public Administration welcomed the gathering. Mr.S.S.Jawahar IAS (Retd) Hony Secretary IIPA TNRB Chennai also spoke during the occasion. Howrah Local Branch
The branch conducted a condolence meeting for its former Hony. Secretary late Prof Asish Roy on November 12, 2025 at Rotary club in Howrah. Prof Roy passed away on October 4, 2025 due to a brief illness. Prof Ashim Ghosh, Hon’ble Governor of Haryana expressed his condolences and expressed his tribute online. Shri Dilip Das, Chairman of the branch presided over the meeting. Shri Amitava Datta, Member, EC of the branch paid a homage. Prof Sachindranath Das, Joint Secretary of the bran and Shri Samiran Roy, Treasurer of the branch also spoke.
