Fifty-first APPPA course inaugurated
The fifty-first Advanced Professional Programme in Public Administration (APPPA) programme commenced on July 1, 2025. IIPA has been conducting the APPPA for middle level Civil Servants and Defence Forces Officers conducted since 1975. This ten months programme is under the aegis of the Department of Personnel and Training (DoPT), Government of India. Ms Chavvi Bhardwaj, IAS, Joint Secretary (Trg), DoPT inaugurated the programme. Shrri Amitabh Ranjan, Registrar, IIPA anchored the Ceremony. Dr Sachin Chowdhary gave a brief overview of 51st APPPA and Co-Director Dr Surabhi Pandey proposed the Vote of Thanks. Shri S. N. Tripathi, IAS (R), Director General IIPA presided over the eremony. The event was attended by the 51st APPPA participants, IIPA faculty and Senior Officers.
On July 4, 2025, Hon'ble Union Minister and Chairman of IIPA, Dr Jitendra Singh graced the inaugural event of 51st APPPA. While interacting with the participants of the programme, the Hon’ble Minister made a clarion call for “greater synergy and convergence between military officers and the civil administration”, stating that working in silos is no longer an option but a liability in today’s dynamic governance landscape.
During his visit, the Hon'ble Chairman of IIPA inaugurated a new tea lounge 'Sahkar' for the trainee participants of IIPA and state-of-the-art digital production studio 'Shrishti' of IIPA. 'Shrishti' is a pioneering initiative to enhance digital content creation, capacity building and knowledge dissemination for government functionaries and scholars.
The Hon'ble Union Minister also released IIPA Publications - Public Administration in India - Theory l Policy l Practice by Shri SN Tripathi, Prof Ashok Vishandass, Prof Suresh Misra and Dr Mamta Pathania.
Programme on generation of own source revenue by Gram Panchayats
A three-day training of trainers on generation of own source revenue by Gram Panchayats was organised from July 9-11, 2025. It was sponsored by the Ministry of Panchayati Raj, Government of India. Hon’ble Union Minister and Chairman of IIPA Dr Jitendra Singh inaugurated the programme. The objective of the programme was to make participants understand the policy frameworks and implement capacity-building initiatives to enhance the financial autonomy of Panchayats. During the training, the participants were able to learn about: Foundations of Own Source Revenue (OSR); Strategic Approaches to Enhance OSR; Behavioural Science for Better Tax Collection; Utilization of OSR for Village Development; Behavioral Science and Innovative Financing; Exploring Innovative Project Financing Options; Revenue Forecasting and Planning for Sustainability; Using SWOT Analysis for Revenue Growth; and Project Management for Effective GPDP Implementation. Around 71 participants attended the programme. Programme coordinator was Dr Saket Bihari.
Programme for Stenographers of the Indian Coast Guard
A five-week induction course for stenographers of the Indian Coast Guard was organised from July 28, 2025 to August 29, 2025. It was sponsored by Indian Coast Guard, Ministry of Defence, Government of India. The objective of the programme was to make participants understand the fundamentals of stenography, including history, importance and basic techniques. Around 17 participants attended the programme. Dr Saket Bihari and Dr Manan Dwivedi were programme coordinators.
Programme for Championing Change, Empowering Women Leaders in Local Governance
The training of trainers for Championing Change, Empowering Women Leaders in Local Governance for State Level Master Trainers (SLMTs) under Rashtriya Gram Swaraj Abhiyan (RGSA) was organised from July 28, 2025 to August 1, 2025. It was sponsored by the Ministry of Panchayati Raj, Government of India. During the programme, the participants were able to learn about: Panchayati Raj System; Constitutional Amendments; Gender Sensitivity and Awareness; etc. Around 24 participants attended the programme. Programme coordinator was Dr Saket Bihari.
Programme for Assistant Architects, Govt. of Bihar
The Foundation Training Programmes (FTP) for Assistant Architects, Govt. of Bihar was organised from July 28, 2025 to August 1, 2025. It was sponsored by Bihar Institute of Public Administration and Rural Development, Gaya, Bihar (BIPARD). The objective of the programme was to familiarize the participants with the critical issues in governance with national perspective. Around 41 participants attended the programme. Programme coordinators were Dr. Mamta Pathania and Dr. Amit Kumar Singh.
Programmes (FTP) for Assistant Directors of Agronomy, Plant Protection and Agricultural Engineering, Govt. of Bihar
The Foundation Training Programmes (FTP) for Assistant Directors of Agronomy, Plant Protection and Agricultural Engineering, Govt. of Bihar was organised from July 21-25, 2025. It was sponsored by association Bihar Institute of Public Administration and Rural Development (BIPARD), Gaya, Bihar. The objective of the programme was to familiarize the participants with the critical issues in governance with national perspective. Programme for Municipal Elected Representative from ULBs
The Centre for Urban Studies, IIPA organised a training programme on July 18, 2025 for 48 Municipal Elected Representative from ULBs in Palwal district along with a round table discussion with municipal officials on July 17, 2025 as prelude to training. The programme provided a platform to identify grass root issues and the approaches used by different cities. Prof KK Pandey and Dr Kusum Lata coordinated the programme.
Programme on Optimising Land Use :Smart Solutions for India's Growing Urban Landscape
The Centre for Urban Studies, IIPA organised a three day programme on Optimising Land Use: Smart Solutions for India's Growing Urban Landscape from July 30 to August 1, 2025 for seventeen Planners, Engineers, Finance Officers and Executive officers from State Governments, Development Authorities, Urban Shelter boards, TCPO and Urban Local bodies. Options of land use management were discussed for adaptation by participants at their workplace. Prof KK Pandey and Dr Amit Singh coordinated the programme.
NAMAMI GANGE
IIPA under the project "Blended Capacity Building Programme for the Stakeholders of River Ganga" Phase II successfully organized Ganga Samvad and an Exhibition — a day of dialogue, awareness and innovation for the rejuvenation of the sacred river Ganga at National P.G. College Bhogaon, Uttar Pradesh on July 29, 2025. The event was graced by Prof. Aashu Rani, Hon’ble Vice Chancellor of Dr. B.R. Ambedkar University, Agra. The Exhibition featured posters and success stories from citizen-led efforts for the protection of the Ganga ecosystem. Prof VK Sharma and Dr Saket Bihari were the programme coordinators.

A one-day conference titled “Viksit Bihar: Envisioning a Developed Bihar through Women’s Participation” was jointly organized by JEEVIKA (Bihar State Rural Livelihood Mission) in collaboration with IIPA on July 19, 2025. Hon’ble Union Minister Dr Jitendra Singh graced the occasion along with Shri Giriraj Singh, Hon’ble Union Minister for Textiles; Shri Rajiv Ranjan Singh, Hon’ble Union Minister for Panchayati Raj and Fisheries, Animal Husbandry and Dairying; Shri Shravan Kumar, Hon’ble Minister for Rural Development, Govt. of Bihar; Shri Pratyay Amrit, IAS, Development Commissioner, Bihar, Shri Lokesh Kumar Singh, IAS, Secretary, Rural Development, Bihar; Shri Himanshu Sharma, IAS, CEO, Jeevika Mission, Bihar, Shri S. Shri SN Tripathi, DG, IIPA chaired the Session III of the National Conference on Good Governance Practices at Bhubaneswar, Odisha on July 17, 2025. The session brought together Smt Sanyukta Samaddar, Principal Secretary, Department of Administrative Reforms, Government of Uttar Pradesh, along with Ms. Vishakha Yadav, DM, Kurung Kumey & Shri Durgesh Pant, Dr Gajendra Singh and Dr Shashank Lingwal from UK-GAMS. They shared transformative innovations that have significantly improved administrative efficiency and strengthened grassroots public service outcomes, underscoring the power of data, technology, and local participation in governance reform.
Dr. Chandra Shekhar Kumar, Secretary, Ministry of Minority Affairs on July 3, 2025 chaired a meeting with IIPA team to review the progress of the ongoing impact evaluation study of Pradhan Mantri Jan Vikas Karyakram (PMJVK) projects undertaken by IIPA faculty Dr Gadhadhar Mohapatra.
Shri Rajesh Kumar Singh, IAS, Secretary, Defence, Govt. of India visited IIPA to address the participants of the APPPA course on "Aatmanirbharta in Defence Sector" (Self-reliance in Defence).
Shri Arun Arya, former IAS Officer and former PFM Task Team Leader for Indonesia, World Bank, MPA candidate, London School of Economics visited IIPA and delivered a lecture to 51st APPPA participants on Driving Growth through Better Capital Budget Execution: Lessons from Indonesia.

The branch in collaboration with the Kalaburagi Local Branch organized a day-long Training Programme for Taluk Nodal Officers of the Karnataka Administrative Service on the theme, “Resolving Public Grievances and Increasing District Gross Domestic Product’ at the Zilla Panchayat Hall, Kalaburagi on July 10, 2025. Shri T.M. Vijay Bhaskar, IAS (Retd.), former Chief Secretary of Karnataka and Chairperson of the Branch welcomed the participants and made introductory remarks. The programme was inaugurated online by the Chief Secretary of Karnataka, Dr. Shalini Rajneesh, IAS. Five Resource Persons delivered lectures on the topics indicated: Resolving Public Grievances, Janaspandana and Integrated Public Grievance Redressal System (IPGRS): Smt. Rashmi, KAS, Project Director, IPGRS, Govt. of Karnataka; E-Procurement: Smt. Suma, Project Director, E-Procurement, GoK; Role of Administrators in Promotion of Micro, Small and Medium Enterprises at Taluk Level: Shri Shri Sandy T. S., Director, KPMG State Lead, RAMP MSME; Role of Administrators in Promoting Skill Development and Increasing Gross Enrolment Ratio in Secondary Education: Shri Rubnawas N, Research Associate, Karnataka Skill Development Authority; and Role of Administrators in Increasing Women’s Participation in the Labour Force at the Taluk Level: Dr. Chaya Degaonkar, Dean and Head (Retd) Gulbarga University, Dept. of Economics, Former ACEO, KEA Planning Dept. The Branch in collaboration with Mysuru Local Branch and ATI organized a day-long 4th Training Programme for Taluk Nodal Officers of the Karnataka Administrative Service on the theme, “Resolving Public Grievances and Increasing District Gross Domestic Product’ at the Administrative Training Institute, Mysuru on July 18, 2025. The Hon’ble Chief Minister of Karnataka Shri Siddaramaiah inaugurated the training programme and interacted with the participants. Hon’ble Minister for Social Welfare and in-charge Minister of Mysuru district, Shri H.C.Mahadevappa also spoke during the occasion. Chief Secretary Dr Shalini Rajneesh, Shri T.M.Vijay Bhaskar, Chairperson, of the branch; Shri D. Randeep, Secretary, Shri Shivaswamy, President KAS Officers Association and others were present. Around 87 KAS Taluk Nodal Officers from all over the state participated in the programme.
J&K Regional Branch
The branch in collaboration with the J&K Civil Defence, Home Guards & SDRF, successfully organized an Awareness Programme on “Disaster Management” on July 19, 2025 at the IIPA Complex, Jammu. The programme was aimed at sensitizing stakeholders and community members about disaster preparedness, response mechanisms, and the importance of coordinated efforts in disaster mitigation. Shri B.R. Sharma, IAS (Retd), Chairman of the Branch, and Dr. Ashok Bhan, IPS (Retd), Patron, of the Branch addressed the participants. The welcome address was delivered by Ms. Ansuya Jamwal, JKAS, Additional Deputy Commissioner, Jammu. Shri Imitiaz Hussain Mir, Director, Civil Defence and SDRF, also spoke. The technical sessions featured expert presentations by: - Dr. Anayat Mir, Chief Warden, District Baramulla - DySP Manzoor Hussain, SDRF. Live demonstrations on disaster preparedness and emergency protocols were conducted by the SDRF team under the coordination of DySP Zia Ul Haq, Deputy Controller, Civil Defence, Jammu. Shri Zahid Manhas, Commandant, SDRF, also graced the occasion. The event proceedings were conducted by Prof. Anil Gupta, Joint Secretary of the Branch. The formal Vote of Thanks was presented by Er. Rajasthan Regional Branch
The branch conducted an open session on “Millets Movement in India” on July 18, 2025 in which Sri Ashok Sharma, Millet Acharya, focused on the utility of millets for nutrition and the economy. On July 23, 2025, Dr. Kamalini Dravid, Former Project Director, Women Empowerment Department, Government of Rajasthan, addressed the members and students on “Moving Ahead”- a lecture on Success in Life. Dr Mamta Bhatia, Director, IGNOU, presided over the session. On July 24, 2025, Shri Rajendra Bhanawat, IAS (Retd.) gave lecture on “Self Management and Discipline”. Dr. Ramesh K Arora presided over the session. On July 25, 2025, Dr. Kiran Gupta, Professor of Yoga conducted a practical session on Yoga, Pranayam and Meditation. Dr Satish K Batra presided over the session. Finally, on July 26, 2025, Dr. Satish K Batra, Chairman of the branch gave a presentation on “Delightful Success”. Prof. Ramesh K Arora presided. All the five lectures were attended by a large number of members and the young students.
